New Initiative: Arizona is Home – Mortgage Assistance Program

Governor Katie Hobbs has proposed a $13 million investment in a new program called “Arizona is Home.” This initiative aims to help low, moderate, and middle-income first-time homebuyers. Here are the key points:

1. Collaboration between the Arizona Department of Housing (ADOH) and Arizona Industrial Development Authority (AZIDA)

2. Offers enhanced down payment assistance and mortgage interest rate relief

3. Implemented in three parts

  • Statewide grants from ADOH for low- and moderate-income buyers
  • New AZIDA loan product for rural county buyers
  • $3 million expansion to include middle-income buyers (proposed for FY25)

4. Total funding: $13 million ($10 million from Housing Trust Fund, $3 million from General Fund)

This program aims to protect longtime residents, young professionals, and middle-class Arizonans from being priced out of their communities.

Existing Key Arizona Down Payment Assistance Programs

  • Home Plus AZ Program
    • Offers up to 5% of the loan amount for down payment and closing cost assistance
    • Available for FHA, VA, USDA, and conventional loans
    • Income limits apply (up to $112,785 for some areas)
    • Maximum purchase price: $510,400
  • Pathway to Purchase
    • Provides up to 10% of the purchase price for down payment assistance
    • Available in specific Arizona cities
    • 0% interest, no monthly payments, forgivable after 5 years
  • Home in Five Advantage Program
    • Offers 3% down payment assistance grant
    • Additional 1% for qualified US military personnel, veterans, teachers, first responders, and income-qualified borrowers
    • Income limit: $109,965
    • Maximum purchase price: $396,680
  • Pima Tucson Homebuyer’s Solution
    • Offers up to a maximum of 6% based on the loan amount towards your down payment and/or closing costs 
    • No interest, no monthly payments, forgiven over the first three yesars of home ownership
    • There is no first time homebuyer requirement.
    • Available for homes in Pima County, including Tucson

Eligibility Requirements

While specific requirements vary by program, generally you’ll need to:

  1. Be a first-time homebuyer or not have owned a home in the last 3 years (some exceptions apply)
  2. Meet income requirements (varies by program and location)
  3. Complete a HUD-approved homebuyer education course
  4. Choose a home within program price limits
  5. Plan to occupy the home as your primary residence
